About Engineering

The Office of the City Engineer prepares and oversees the completion of design plans and specification for infrastructure improvement projects. Under the supervision of City Engineer Robert Kulacz, a registered professional engineer, the office also inspects the construction of these improvement projects and all new subdivision roads being built by developers which will ultimately become City streets.

Another office function is the review of plans submitted to Planning & Zoning, Inland Wetlands and Water Pollution Control from an engineering aspect. The office continues to work with the Connecticut Department of Transportation in coordinating the design of the Perry Hill Road, Commerce Drive and East Village Road reconstruction projects. The Surface Transportation Program will fully fund the construction phase of all three projects whose total estimated construction cost is six million dollars.

The extension of public water mains is coordinated by the Office of the City Engineer. Public water was recently brought to 42 homes on Matilda Lane, Princess Terrace and Button Road. The office oversaw the construction of the Applewood Drive / Poplar Drive Area Culvert Replacement Project which brought flood relief to homes on these two streets plus Suburban Drive. The design of the Booth Hill Road Culvert Replacement at Mohegan Road was completed and is scheduled for construction.

Several recently completed projects which were designed in house and were monitored during construction phase include the Ripton Road and Long Hill Avenue Pavement Rehabilitation Projects and Phase 1 of the Shelton Recreation Trail. The office also coordinated the installation of the 50-foot long wooden pedestrian bridge over the former Shelton Reservoir No. 2 (Pine Lake) dam on Shelton Avenue.

Besides maintaining records of City infrastructure the office continues to maintain and update the digital tax assessment maps. The average number of excavation permits issued to utility companies and private contractors by Engineering continues to exceed 300 per year.
